Hungary will hold its next parliamentary election on 12 April 2026, using the same mixed electoral system introduced in 2012. Although the political landscape has changed dramatically since then, the structure of the voting system remains the same, combining single‑member constituencies with party‑list proportional representation.

Who Can Vote?

Every Hungarian citizen aged 18 or over has the right to vote in parliamentary elections. There are two main categories of voters:

• Residents in Hungary: They receive two votes.
• Hungarian citizens living abroad without a permanent Hungarian address: They receive one vote (for the party list only).

Minority voters may choose to vote for a national minority list instead of a party list.

How Many Seats Are There in Parliament?

Hungary’s National Assembly has 199 seats, unchanged since the 2012 reform:

• 106 constituency seats (single‑member districts)
• 93 list seats (party lists + minority lists)

Members of Parliament serve four‑year terms.

How Do the Two Votes Work?

1) Constituency Vote (106 seats)

Hungary is divided into 106 single‑member constituencies. Voters choose one candidate in their district. The candidate with the most votes wins – there is no second round.

2) Party List Vote (93 seats)

Voters also cast a vote for a party list (or a minority list). These votes determine how the 93 proportional seats are distributed.

To appear on the national list, a party must run candidates in at least 27 constituencies across 9 counties and Budapest.

Thresholds and Minority Lists

• The threshold for entering Parliament is 5% of the national party‑list vote.
• Joint lists have higher thresholds:
  • 10% for two‑party lists
  • 15% for lists of three or more parties
• Minority lists do not have a percentage threshold. Instead, they must reach a “preferential quota”, which is significantly lower than the standard threshold.

How Are List Seats Allocated?

Hungary uses a compensatory system. List seats are allocated based on:

• Party‑list votes
• “Fragment votes” from constituencies (votes cast for losing candidates + surplus votes of winning candidates)

This system tends to favour larger parties, especially those with strong constituency performance.

Although the legal framework is the same, several practical and political factors have changed by 2026:

• Constituency boundaries remain those introduced in 2012, but demographic shifts have made some districts significantly larger than others.
• Hungarians abroad now participate in much higher numbers, especially from neighbouring countries.
• The political environment has become more competitive in 2026, with new parties – most notably the Tisza Party – reshaping the landscape.
• EU‑related rule‑of‑law debates and frozen funds have increased international attention on the election.
• Campaigning is more digital, with social media playing a central role.

The electoral system itself, however, has not changed since 2014.

Here comes…és There goes … ( „Itt jön …” és „Ott megy …” ) szerkezetekkel mindig Present Simple-t kell használni, azonban ez nem olyan nagyon gyakori:  There goes my bus! – Ott megy a buszom! Here comes Mr Smith. – Itt jön Mr Smith!

Eredetileg a brit és az amerikai angol kezdett el különbséget tenni a két segédige között. Az amerikai angolban a have to használata a gyakoribb. Ennek ellenére a mai nyelvben a különbségek egyre halványulnak. 

Most pedig lássuk, hogy mi is a legfőbb különbség a MUST és a HAVE TO használata között! Ahogy azt az előbb is mondtam, a jelentésük nagyon hasonló: mindkettő azt jelenti, hogy kell. Nézzünk is meg egy-két példát! 

HAVE TO	MUST
I’ve been fired.  I have to find a new job.	I’m so tired. I must get some sleep.
Kirúgtak az állásomból. Új munkát kell találnom.	Olyan fáradt vagyok! Le kell feküdnöm egy kicsit!

Nézzük először az elsőt! Szegény fickót kirúgták a munkahelyéről, ezért most nagyon maga alatt van. Egyáltalán nem számított erre, ezért nem is keresett új munkát. De most, munkát KELL találnia! Ebben az esetben a HAVE TO -t kell használni, mert itt nem egy saját szándékról van szó, hanem egy külső tényező miatt kell neki valamit csinálnia. Ez egy KÉNYSZERHELYZET. Nem áll szándékában ezt tenni, de nincs más választása, ezt kell csinálnia.

Ezzel szemben a MUST -ot akkor használjuk, ha valamit olyat kell csinálnunk, amire nem kényszerít senki, mi magunk érezzük azt, hogy ezt KELL tennünk, és ezt akarjuk is. Nézd a példát: a hölgy nagyon fáradt, és aludni akar. Szüksége van erre. Ez nem egy kényszer, hisz senki és semmi nem kényszeríti az alvásra, ő maga érzi ennek szükségességét, saját maga miatt kell megtennie.

Végül hasonlítsuk össze a két kifejezést ugyanazon a mondaton:

TIPP: Mivel a magyar nyelvben mind a két kifejezést úgy fordítjuk, hogy kell, ezért könnyen bele lehet gabalyodni a fordításba. Ha nem vagy biztos a dolgodban, akkor inkább a HAVE TO -t válaszd, mert az egyszerűbb, és minden igeidőben a „normális” ragozás szerint tudod használni. Tagadni és kérdezni is sokkal egyszerűbb vele, csak az aktuális igeidő segédigéjét kell használnod, éppúgy, mint azt bármilyen igével tennéd.

Ezzel rendben is volnánk, azt már tudjuk, hogy hogyan kell kijelentő mondatokat alkotni a MUST és a HAVE TO kifejezésekkel. Most pedig nézzük meg, hogy hogyan kell kérdéseket és tagadó mondatokat alkotni a MUST -tal és a HAVE TO -val. Ez már nem lesz olyan egyszerű, mert a MUST tagadó alakja, nem a MUST ige tagadó formája lesz. Nézzük is meg most rögtön!

Tehát, a MUSTN’T tiltást jelent, amikor valakinek nem szabad valamit csinálnia:

You mustn’t park here. Parking is prohibited. – Nem szabad itt parkolnod. Tilos a parkolás.
You mustn’t enter this street! Entering this street is prohibited. – Nem szabad behajtanod ebbe az utcába. Behajtani tilos.
